Message from MUD 113 and MUD 121: Information Regarding Proposed 2025 Tax Rate

As stewards of public resources, our responsibility is to balance fiscal responsibility with the need to ensure that our community has the infrastructure and services it requires to thrive. Each year, the governing body reviews the tax rate with the goal of maintaining affordability for residents and businesses while meeting critical needs.

For the 2025 tax year, each MUD Board is proposing a tax rate that includes an element of flexibility. Over the past few months, MUDs 113 and 121 have been made aware that MSEC, the water supplier to the Woodforest Community, has considered the possibility of a sale and divestiture of the MSEC water system. MUDs 113 and 121 have created exploratory committees to determine whether it would be possible for the MUDs to acquire the Woodforest portion of MSEC’s water system in a manner that would result in little to no net increase in total cost of service to residents and businesses within Woodforest. At this time, a final determination of feasibility has not been made.

The proposed 2025 tax rates for each MUD reflect flexibility to allow the MUDs to consider acquisition of the MSEC system. In the event that the MUDs determine that acquisition of the MSEC system is not in the best interests of the Woodforest community, or if MSEC declines an offer from the MUDs, the MUDs would be in a position to pay down outstanding debt or pursue other capital projects with the 2025 tax proceeds.

In addition, both Boards are aware of community safety concerns related to Central Pine Bridge. Both MUDs have recently authorized the construction of improved pathways and are considering additional safety measures on the current vehicular bridge. Most recently, MUD 121’s Board formally approved design of a separate pedestrian bridge and directed its consultants to begin the application process to receive state agency approvals to finance the costs of construction for the pedestrian bridge.

Montgomery County Municipal Utility District No. 121 (MUD 121) is a political subdivision of the State of Texas, operating pursuant to Article XVI, Section 59 of the Texas Constitution and Chapter 8212 of the Texas Special District Local Laws Code.

The District has the authority to purchase, construct, operate and maintain all works, improvements, facilities and plants necessary for:

  • the collection, transportation and treatment of wastewater
  • the control and diversion of storm water

Notice of Public Hearing on Tax Rate – September 9, 2024

Good news for residents of Montgomery County Municipal Utility District No. 121! The district has announced a proposed decrease in the property tax rate for the upcoming year. This change could mean savings for many homeowners in our community.

The Proposed Change

For the 2024 tax year, the district is proposing to lower the tax rate from $0.85500 to $0.83000 per $100 of property value. This represents a 2.92% decrease in the tax rate.

What This Means for Homeowners

While property values in our area have seen a slight increase, the lower tax rate is expected to offset this rise for many homeowners. According to the district’s calculations:

  • The average home value has increased from $502,894 to $510,656
  • However, due to the lower tax rate, the average homeowner could see a decrease of about $30.29 in their annual property tax bill

Monitoring and Managing Flood Risks in Woodforest: Update from MUD 113 and 121

MESSAGE FROM MUD 113 and 121:

As you are likely aware, the Woodforest area has received significant rainfall within the last 48 hours. In addition to the rainfall within the community, upstream rainfall directly impacts drainage rates within Woodforest. When creek levels remain high due to upstream rainfall, residents may see slower drainage within Woodforest. The MUD 113 and 121 engineers are actively monitoring water surface elevations measured at the USGS gauge of Lake Creek at Sendera Ranch (link below), which provides important information to evaluate conditions within the area.

At the current gauge reading at Lake Creek, residents may see continued ponding within streets. After the flow level at Lake Creek crests and declines, residents should see rapid improvement in drainage and receding water in the streets.

We will continue to monitor Lake Creek throughout the day and will notify residents if any emergency conditions are anticipated. At this time, we encourage all residents to continue to use caution traveling throughout the community.

Board of Directors Elections – Canceled Election

The election scheduled to be held on May 7, 2022, is canceled. Directors Pell, Bleibdrey, and Beard, the unopposed candidates for election to the Board of Directors, have been declared elected to office to serve from May 7, 2022, until the director election in May of 2026.

Waste Management Winter Weather Alert for Friday, February 4th

Waste Management (WM) has implemented its severe weather response plan on February 2, 2022 as a result of the expected hazardous road conditions resulting from the winter weather.

At this time, WM will be providing residential service in the Conroe area, however routes will begin later than normal in an effort to avoid dangerous road conditions and support safety of our drivers and communities. In the event we are unable to service you as scheduled, we will plan to return the next day to complete service as road conditions allow. Please keep the area around your collection items clear for access by the collection truck.
